[English]
Objectives
Sustainable soil and water resource management is essential for agricultural productivity, rural livelihoods, and ecosystem integrity in rural communities, yet its implementation is constrained by interacting environmental, technical, economic, institutional, and social factors. In the Zagros region of western Iran, recurrent droughts, climate variability, and land degradation have increased pressure on agricultural production systems. Therefore, this study aimed to identify and prioritize the barriers to sustainable soil and water resource management in the Honam sub-basin, Alashtar County, Lorestan Province, and to clarify the relationships among underlying causes, management problems, and their consequences. A participatory approach was adopted to ensure that local land users’ experiences and priorities informed the analysis and the development of context-specific management options.
Materials and Methods
The study was conducted in the Honam sub-basin, an approximately 14,200-ha semi-arid mountainous region comprising 24 villages. A qualitative research was carried out using a participatory approach and the Problem Tree Analysis (PTA) technique. A total of 15 participants, comprising farmers, local key informants, and relevant experts, were selected through purposive and snowball sampling, with the final sample size determined by theoretical saturation. Data were collected through the PRA framework, including semi-structured interviews and focus group discussions. Participants examined local conditions and identified problems, their root causes, and their consequences; they then scored and ranked the identified issues. In total, 50 issues were initially documented, of which 31 were retained for final assessment. The resulting problem tree was used to organize the causal links between resource-management constraints and their effects on production, livelihoods, and the local environment.
Results
The analysis identified 13 groups of problems spanning water management, agricultural mechanization, institutional coordination, agricultural input supply, land-use change and fragmentation, the increasing presence of non-local or non-resident land users, pesticide-related problems, and inadequate infrastructure. Eight high-priority groups accounted for 52.3% of the total problem scores. Infrastructure and support services represented the largest share of the underlying constraints (50%), followed by economic and institutional factors (30%). More specifically, weak coordination between government agencies and local communities accounted for 15% of the identified causes, while inadequate extension, practical training, and demonstration of successful management practices accounted for 14%. Ineffective rural cooperatives and insufficient farmer support further limited collective action and access to services. Natural factors accounted for a further 15% of the identified causes. Field observations also revealed uneven water distribution between upstream and downstream farms, traditional irrigation channels, limited access to modern machinery and conservation-tillage equipment, and the fragmentation of high-quality agricultural land. Participants attributed unsustainable soil and water resource management less to technical deficiencies than to weak governance, poor coordination among decision-making institutions, outdated mechanization, limited extension and training, land-use change, and insufficient trust and meaningful participation among local communities. Furthermore, climate change, recurring droughts, and rising water demand due to shifts in cropping pattern have intensified these challenges. The problem-tree analysis showed how these interacting pressures can degrade soil structure, increase erosion and water losses, widen yield gaps, raise production costs, reduce farm income, and contribute to rural outmigration, ecosystem degradation, and social tension between upstream and downstream water users.
Conclusion
The findings indicate that unsustainable soil and water management in the Honam sub-basin cannot be addressed through technical interventions alone. It reflects interlinked deficiencies in infrastructure, mechanization, economic support, governance, and local participation, which mediate the effects of environmental stress. Priority actions include improving coordination among responsible institutions, involving local communities meaningfully in planning and water-allocation decisions, reviewing water-rights arrangements, strengthening extension and practical farmer training, and expanding access to conservation agriculture equipment and reliable support services. Locally accountable cooperatives and community-based ecotourism may also help improve collective resource management and diversify rural livelihoods. The PRA tolls such as PTA provides a practical basis for integrated watershed planning by connecting stakeholder-identified problems with their root causes and consequences. Although the findings are grounded in the Honam sub-basin, the framework may inform the design of context-sensitive soil and water management strategies in comparable semi-arid mountainous areas.
