| شاخص‌های تاب آوری در برابر مخاطرات محیطی، یکی از معیارهای اساسی در فرایند برنامه ریزی و ارزیابی برنامه های سازگاری با اثرات مخاطرات طبیعی در مناطق روستایی بشمار می آید. ارزیابی وسنجش میزان تاب آوری جوامع روستایی، یکی از مهم‌ترین ابزارها در تشخیص پایداری سکونتگاههای روستایی به هنگام بروز مخاطرات طبیعی می باشد. شاخص های تاب آوری در مقیاس محلّی و روستایی پس از ایجاد و تدوین، می توانند روش مفیدی جهت بررسی مکان ها (روستاها) و مقایسه بین و درون هر ناحیه برای جوامع فراهم نمایند. با توجه به آنچه که بیان شد، توجه به شاخص‌گذاری در سیاست‌گذاری‌ها و برنامه‌ریزی‌ها اجتناب‌ناپذیراست. آنچه مسلم است، درحوزه سنجش وارزیابی تاب آوری در محیط‌های روستایی بویژه در برابر مخاطرات محیطی شاخص‌های مشخصواستانداردی وجود ندارد،از اینرو تدوین و اعتبار سنجی شاخص‌های مناسب برای تحلیل تاب‌آوری روستایی، ضروری است. با بهره گیری از این شاخصها می توان میزان تاب آوری را در برابر مخاطرات مورد ارزیابی و سنجش قرار داد. مقاله پیش رو در صدد است به شناسایی، تدوین و اعتبار سنجی شاخص های مناسب و بومی سازی شده تاب آوری در مناطق روستایی در شرایط خشکسالی و کم آبی بپردازد، تا برنامهریزان و محققان بتواننددر مطالعات تاب آوری، خشکسالی و بحران آب از این شاخصها، که به تأیید و توافق کارشناسان و خبرگان رسیده است، استفاده نمایند. روش تحقیق از نوع توصیفی- تحلیلی با استفاده از پرسشنامه در سطح خبرگان و متخصصان می باشد. در این پژوهش معیارها وشاخصهای مختلفی از ادبیات نظری استخراج و از طریق پرسشنامه در معرض داوری تعداد 35 نفر از خبرگان و کارشناسان متخصص موضوعی قرار گرفت. در این پژوهش تعداد25 شاخص مناسب مورد تأیید متخصصان، کارشناسان امور اجرایی و نخبگان محلی معرفی گردیده است. از شاخص های مناسب و دارای بیشترین اجماع می توان به شاخص‌هایی همچون؛روند رشد و یا کاهش منابع طبیعی روستا، احتمال مهاجرت از روستا، دسترسی به انواع منابع آب کشاورزی، میزان سطوح اراضی کشاورزی (مالکیت)، وضعیت پوشش بیمه و خدمات اضطراری، توسعه کشاورزی، میزان تنوع معیشتی خانوار، توان پس انداز خانوار و دورنمای فعالیتهای کسب و کار غیرکشاورزی روستا در آینده اشاره نمود. نتایج این تحقیق می‌تواند آغازی برای تدوین مدل ملی شاخص‌های ارزیابی تاب‌آوری روستایی، ایجاد بانک اطلاعات شاخص‌های تاب آوری و کمی نمودن آن‌ها در راستای رسیدن به توسعه پایدار وهمچنین کاهش اثرات تغییر اقلیم و خشکسالی در مناطق روستایی کشور باشد. همچنین دستگاه‌های اجرایی می‌توانند با استفاده از شاخص‌های معرفی‌شده در راستای بهبود وضعیت جوامع روستایی متاثر از خشکسالی و کم آبی در همه ابعاد برنامه‌ریزی کنند. | ||

| Resilience indicators against environmental hazards are one of the basic criteria in planning and evaluating adaptation programs with the effects of natural hazards in rural areas. The present paper seeks to identify, formulate and validating of resilience indicators in rural areas to drought so that planners and researchers can study these resiliency, drought and water crisis indicators, which are confirmed by and the agreement of experts and experts has come to the fore. The research method is descriptive-analytic, using questionnaires of experts and experts. In this research, different criteria and indices of theoretical literature were extracted and 35 questionnaires were subject to arbitration by experts and expert experts. In this research, 25 suitable indicators approved by experts, executive experts and local experts have been introduced. The most suitable indicators and the most consensus can be indicators such as: livelihoods of the household, the growth trend or decrease in the natural resources of the village, the probability of immigration from the village, access to various agricultural water resources, the level of agricultural land (ownership), the state of insurance coverage and Emergency services, agricultural development, household saving potential, and the prospects for non-farm business in the future. The results of this research can be the beginning for the development of a national model of rural resilience assessment indicators, the establishment of resilience index data banks and their quantitative reduction in order to achieve sustainable development and also reduce the effects of climate change and drought in rural areas of the country. | ||
